Job summary:
Deliver the highest quality design and most commercially viable planning permissions by leading, developing and motivating a team of Design and Planning Executives. Coordinating activities and communications between sites, internal departments and external stakeholders - planning applications and design packages to the region.
Primary Responsibilities
Health, Safety & Environment
- Has carried out the training for Principle Designer and is competent in identifying foreseeable risk in designs and taking action to risk out, in line with company policy and fulfilling all duties of Principle Designer (where this role is directly reporting to Technical Director applicable)
- Ensure that the team follow CDM/EMS processes and record these throughout the design process. Ensure that the team follow and record CDM/EMS site start processes and site close out procedures. Maintain a thorough understanding of environmental/ecological/noise constraints to development and ensure that appropriate mitigation is undertaken to allow development to proceed in line with the Regional Programme.
- Responsible for the team discharging the Designers responsibilities under CDM regulations and competently implementing CDM/EMS, identifying foreseeable risk in designs and taking action to design risk out, in line with company policy.
- Responsible for supporting and developing the design team on all aspects of implementation on CDM/EMS processes and procedures.
- Ensure that the team has completed their H&S training.
Land and, Planning & Community engagement
- Lead internal and external team meetings as required to assist in the preparation of information for planning submission.
- Responsible for the preparation of all working drawing requirements –residential and non-residential uses - and supporting information for issue to Commercial Department for tendering purposes in line with agreed Programme, utilising external consultants where appropriate.
- Manage the house type portfolio, elevation treatments and design criteria of sites with commercial acumen. Input into house type design feedback forum.
- Responsible for the successful hosting and preparation of community engagement consultations to support planning applications and ensuring the team are prepared and well briefed.
- Responsible for the delivery of planning Section agreements, identifying the commercial impact and negotiating commercially viable contributions with authorities.
- Responsible for ensuring that all planning conditions are cleared in line with programme. Responsible for managing planning applications and amendments, co-ordinate with the Planning & technical teams to deliver accurate designs and approvals from inception to completion, including all supporting document in line Operational Framework guidance, internal documents, and good practice. Responsible for the design team carrying out evaluations and appraisals of development opportunities to purchase new sites.
- Ensure the team continues to develop site designs and provide full design support throughout the planning and building regulation process.
- Responsible for the appointment, assessment of competence, briefing and performance of consultants across the team.
- Responsible for developing an external network that can assist with our statutory approvals across planning authorities/Highway Authorities/ Road authority, Environment Agencies etc. to resolve any development issues.
- Responsible for ensuring that all designs of schemes are compliant with all external requirements
- (Building Regs, TW Technical Bulletins, planning authority, NHBC etc).
- Support the team to input into LEADR/ Site Specific Environmental Action Plans / CDM / Health and Safety / Environmental issues.
- Support, develop and drive the performance of the design team on all aspects of implementation on Land, Planning and Community Engagement.
Pre-Development Management
- Responsible for ensuring that the team are supported, developed, and managed to prepare for, attend, and participate in all necessary key meetings as required by the Operational Framework/PMIP process.
- Responsible for ensuring that the team can prepare comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standard product, standard details, and standard specifications where appropriate utilising external consultants where necessary.
- Review and comment on any tender queries promptly, advising on the technical suitability of any value engineering proposals.
- Ensure that the team clear all Building Regulation conditions to ensure CML’s can be delivered in line with regional targets and budget.
- Responsible for ensuring that the team undertakes detailed assessment and approval of all supporting suppliers and manufacturer’s information, including renewable energy requirements.
- Responsible for ensuring that the team manages fees budget in accordance with regional conventions and protocols and effectively manage and administer same through the entire life of the project. Responsible for ensuring that the fee trackers and cost movement reports are accurately submitted on time.
- Ensure that the team inputs into LEADR/ Site Specific Environmental Action Plans / CDM / Health and Safety / Environmental issues.
- Ensure structural assessment of all house type drawings is undertaken by an approved consultant. Liaise and negotiate where necessary with Statutory Authorities, Local Planning Authorities, Highways, Consultants etc. to ensure projects achieve the set objectives and programmes.
- Implement the department’s Quality Management Process to ensure Design information meets the expectations of the business.
- Responsible for ensuring that the team obtains all assessments and ensures compliance with HQI, Lifetime Homes, Building for Life, DQS etc.
Development Management
- Ensure that the teams support and attend site as necessary to fulfil the responsibilities of the role providing design support to the production team and managing design cost excesses.
- Attend sites for all escalation where required.
- Provide knowledge/expertise and share with the team information to react to changes in legislation as dictated by industry standards of Building Regulation, NHBC and planning law.
- Manage and ensure that the team follow, and record CDM/EMS site start processes and site close out procedures.
- Ensure that the team prioritises and deals with the resolution of site queries in close conjunction with the Project Manager and liaise with Site Manager/Sales Executive to ensure continuity of build progress/sales progress.
- Ensure that the team collates and submits design related drawings to discharge NHBC conditions. Ensure that the team has all drawings and specifications on DocHosting.
- Ensure that the team monitors and resolves any CML issues during the construction phase to ensure timely completion of plots.
- Ensure thorough co-ordination between all stakeholders to prevent any adopting, conflicting or maintenance issues during construction of the development.
- Support the Design team on all aspects of implementation Development process.
- Building and maintaining an external network with key stakeholders and influencing decisions and outcomes e.g. NHBC, local authorities, highways, environment agencies etc.
Experience, Qualifications, Technical Requirements
- Degree level qualification in a relevant field and / or personal development through the Technical /Architectural function of a relevant consultancy or in the house building sector
- Previous experience in the housebuilding sector
- Capable of preparing and managing designs to support a number of planning applications
